I have an offer from a company and they're asking me to drop my papers and then forward the resignation mail to them for confirmation (my previous job asked me to do this as well)
I initially thought I'd see if I'm getting laid off, since dropping my papers now means no STI, so instead, severance could help me make up for that loss.
But now I am thinking that's a bad idea, and that I should resign and serve my notice period.

@ba yes, fire you without severance. If that doesn't matter to you, then just resign and be done with it. Those 30 days aren't yours unless you are told they are.

When you are notified of RIF those 30 days are yours. You don't have to do squat even if you are asked - what are they going to do to you if you say no, fire you?
Accept the RIF, sign the papers, and spend the time as you wish until you are off payroll.

if you resign before STI payout, you don't get one.
@ab you do have obligations to Vz if you want your severance. They are still paying your salary and if you are required to be in the office documenting and/or transitioning your work, it's kind of hard to work another job. It's still needs of the business if you want your severance. Now if you have a position/role where they tell you that you don't have to report to the office anymore and finding a new job is your priority, then by all means take the new job. But you won't know that until you are notified tomorrow.

OP does not have to say anything to VZ. Even if there is a clause in separation agreement that we should. Take the money and never look back. Employment at will. If they eliminate our role, we have zero obligation post that call.
Outside US there may be country specific requirements.
Don't understand the need for resignation papers, but if they have a start date < 30 days, you'd have to resign and forfeit your severance as you'll still be employed by Vz until then. Only you can decide if that's worth it and if it is, negotiate for the lost STI with the new company.
If you get hit wait till severance payment. If retained negotiate for a 20% raise with new employer. US employer should have no interest in your resignation essay.

@a5 What does it matter to them if you resign or are laid off? Give them the confirmation of being laid off to serve as the official notice that you are no longer working for Verizon if that turns out to be the case. If not, resign if the other company is a better fit for you (you will then obviously not get your STI). You have to make that choice.

Wait til tomorrow and you'll know if you're getting laid off. If not and you resign for new job, maybe you can negotiate new employer to pay sign on equivalent to your forfeited STI?
Also, I have been in Verizon only for 2.5 years.
