I'm almost at the point where I hope layoffs happen, just so I can move on from the constant thinking and stressing over it. It's inhumane to say layoffs are coming and then just...what? Let us wait? Hope the stress is enough to get us to walk out on our own and save them some money? Is that what's happening here?

Their claim is that they are looking at cutting projects, not people. If this is true, no one is safe from being laid off.
That's exactly what's happening. If they can let us stress a that now, more people will start to look for jobs and just leave on their own. No unemployment that way.
Would this push high performers leave instead? Low performers would be difficult to exit by themselves anyway. People who are unable to jump the boat will be kept in the end. How ironic.
