The bank could bring back 60K jobs from overseas. At least to get some positive publicity which the bank clearly needs. Just saying ......

@OP No bank or any company that is getting the same output for less money is going to bring any jobs back to USA. For example, look at Apple. They shifted some of their manufacturing from China to India and NOT USA even with TACO making a stink about it. Companies will do whatever it takes to make them profitable.
Even TACO's executive order for $100K fine on H1B was all for show. The executive order was only for those applying for H1B outside of USA. But most H1B jobs go to those graduating from US colleges who are on F1 student visa. This executive order helps those on F1 student visa that will be graduating to have less competition from those applying for H1B directly from foreign countries when looking for a job in USA. This executive order absolutely does NOT help Americans or American kids graduating from college. They still have to compete with F1 visa students to get the American job. And most companies will hire the F1 student because they will have to work for them for 6 years or more, until they can get their green card. The companies benefit because they pay only the required amount (let's say $150K in salary for PhD graduate) to the H1B applicant. If they hire an American with a PhD, they would have to pay $200K since the PhD student may have other competing offers and the F1/H1B/PhD applicant may only have one or two job offers.
