I have a question: how much should one be concerned in a case where a poor 360 review is given? What's the overall impact of the review and does the management take this in any big considerations? Thank you.

they laid off the deficient people earlier this year , a lot of needs improvement and no action

most of the managers will review the list and add or remove based on his/her intersts. it socks, but no choice, the 360 is not true value of you and the company does not use it untill the time they fire you and tell you that your colleague said you balalaaaa.
@cw not OP but here's my experiences. my manager requested i send him my 360 reviewers first. he vetoed all of my 360 reviewers and instead told me who to put down. i am not confident i will have a good review this year
Next layoffs planned, you will be gone. Get a head start and apply. I was laid off in March and when something doesn't feel right then something will happen. I agree with the other post regarding selecting that person to give you a 360 review. Did that person betray you?

The ratings are set by your manager and usually they need to fit a bell curve. I would be worried if you got any “Needs Improvement”
You choose your 360 reviewers so why in the world would you pick someone who would write something bad about you? The whole 360 process is a quid pro quo waste of time. I’ll do a 360 for you, you do one for me and we both play nice and write a great review.
