What options does an employee have following an unfair or a FOCAL they disagree with ? Anyone dealt with this situation and what was the outcome.

Anyone know DATE by when manager has to upload FOCAL in system and get accepted by employee ? I had my focal few days ago and have not received email to acknowlege the focal. I asked manager and his answer was "by date it is due".
