Why do some managers and/or BU extend benefits to some employees and not others.

I have a question on why some managers, directors, VPs, let some people take trips to Cisco Live, impact, RSA or get some sort of tuition relief with managers having to approve the tuition reimbursement even though it is job related. I get emails from ECN about being at a certain place in Las Vegas which is basically for partying in reality or going to different countries for Cisco Live for example where people go to party afterwards. I've asked my manager and my manager told me that there is no reason for me to go since we have a lot of work in our backlogs or it is not going to benefit me for my duties. Is it really that or is there a budget issue or people don't like me?

I cringe every time when someone goes to a conference especially young folks then yapping #LoveWhereYouWork which is also another viewpoint we have to look at. I have noticed some teams are really into the Cisco spirit which influences their opinion on the company which is why I believe why some are so eager to follow Chuck and Fran during Check-Ins. If the team focuses or your manager builds a professional plan for you to grow yourself within Cisco you learn more, unlike managers or BU where the culture is just 8-5 then go home and doing that until the team gets LR or resign. It is also a different viewpoint to look at since some people hate Cisco like me since it is more like a 8-5 job and learning on my own. I had to think why some people like working at Cisco and I found my friend having different treatments and explain this to me.
