Does it mean anything if after three months of employment you are told you are doing great job ane then receive letter in mail about receiving cobra insurance

I think everyone has received that letter.
No. Ask HR to be certain. However, I think they are complying with a regulation rather than "accidentally" telling you you're out. I have received such notices from this and other organizations and haven't yet been laid off.
That's how this place works, its ridiculous. No one I know has ever seen anything like this any where else. Then they post work hard your the difference. As in work your butt today for tomorrow you will probably be gone, huh?
