Last week there was talk about no more layoffs until May, but I'm not so quick to believe that since this is Oracle we are talking about. Does anybody know if there'll be more before next month? Or am I just worrying for no reason (which, honestly, wouldn't be the first time?)

I think they do prefer to hire H1Bs, but it's impossible to prove it. There is no easy comparison where people are laid off and then H1Bs are hired. They are supposed to hire H1B only if someone with a certain skill set is not available, but they can easily fake that.
There is also a very large indian presence in the management at Oracle. I suspect that there is some reverse racism, where Indian management prefers to hire other Indians. Everyone talks about racism in the opposite case, but my experience is that Indian managers prefer to hire Indian workers. If there is anything going on, it might have a basis in that, but there will be no way to prove it.
If O really is bringing over new H1B to replace US workers, you should tweet your proof directly to the president. He'll take care of it. I was just reading somewhere that h1b rejections are at an all time high.
In the mean time they are bringing over new h1bs in the US to replace US employees at Oracle.
How many years have you served in Oracle? Will there be a good package when you are laid off? If so, you can continue worrying about it since you'd better get the package before you jump. Otherwise, it's waste of time, just look for a new job. Oracle is not a good place even if you survive.
You can worry but you can't change the outcome. So stop spending energy worrying about an event you have no control to change, you'd be better focused on finding a new job outside of Oracle if you think you're in a group that's likely to be let go. Ot wait for the package while you set up interviews i parallel. It's May - end of the year and there's always layoffs.
Your worry is reasonable. Yes there are so many lay-off's in pipeline until May ending and announce 4th quarter and yearly numbers. Be prepared and ready to face any situation.
