A true "technology powerhouse" does not need a CTO. All it needs is a flashy tag line to cover up its eagerness to terminate thousands of employees with a little money as possible, cut all other expenses, including R&D (thus no need for a CTO), a complete disregard for customers, and zero long-term planning so that it can artificially inflate its share price by spending millions on share buybacks to make a small number of millionaires and billionaires even richer.
