Forcing Rank, aka Talent Refresh

I've been with the company nearly 15 years in IT. I was forced into a management position a few years ago, even though it's still not my job title and I'm doing both management and development.

For some insight, we were forced to give "Below Expectations" ratings to 10% of our staff during year-end reviews. I've spent many hours over the past months in meetings with upper management to force the rankings, and because I refuse to give someone a "Below Expectations" ranking who doesn't deserve it. I was told either I force rank, or someone will do it for me. I've heard from other managers who were threatened to do so, or they themselves would be forced "Below Expectations".

I was then told a few weeks ago that anyone with "Below Expectations" was being let go. There was nothing we could do about it. Oh, and we won't be getting new reqs to fill their positions. (uh, what about "talent refresh"?). This is simply the banks version of forced rank, and don't let anyone, even Charlie, tell you differently.

I'm grateful for my job, and I really do like my immediate manager. I'm more than OK with letting someone go who isn't doing their job, as long as they're given a fair opportunity to. However, I simply don't agree with this forced rank approach; It's not sustainable. I'm already at a point where I don't have enough people to stick to this "10% below expectations" nonsense, and I'm already being forced to choose between the remaining good people I have on my team. We're spread too thin as it is. The performance rating system that we're using is worthless and discouraging to hard working employees.

I agree- employees need to unite in protest to Human Resources. What is incredibly unfair is that employees are often ranked/compared to others who do very different jobs and have very different skill sets. It’s comparing apples and oranges. Some jobs are more about number of tasks completed while others are all about quality of product. Everyone at the company thinks these type of performance reviews are ridiculous and patently unfair. Who is so clueless to think these are appropriate? Most companies who once tried these type of ranking reviews quickly got rid of them. Poorly run company that is behind the times and clueless

They are back at it again- a brutal 10% being slated at below expectations. The promise not to lay off in 2020 will be true but those who were forced ranked into below expectations will get the boot in January of 2021.
After staffing leaves positions vacant in 2020 they have not filled a single one to save money. “Do more with less “ as upper management lines their pockets.

The upward management feedback survey will be coming soon. For those that remain, but were perhaps dropped from Exceeds rating to Meets Expectations, it's time to force rank your direct manager lower than you would have previously.

Let them justify how they are able to keep employed when they have such a low rating from their staff's point of view that must be considered when their manager rates them at mid year and eoy.

BTW - your direct manager has ALL the say in who is to be laid off. They rate employees on their team in order from #1 being their "favorite", I mean most critical to the continued performance of the team's role in the company on through to the last numbered employee being "the one who does the work, but doesn't KISS @$$", I mean least critical to the success of maintaining team performance should a req be eliminated on the team.

And for those who remain that are hardworking, but don't kiss @$$ because you're too busy putting in 15+ hours a day to make up for your manager's friends/brown nosers not doing the work...your number will be up, just a matter of whether it's this year first quarter or last quarter...if you have a large team then you might remain until next year first quarter.

Forced rankings = weak top of the house leadership

GE used it for years and look at where they are.

Agree with all the sentiment - at the end of the day BNYM are not worth the emotional energy. Bugged me for years they never lived by their “company values” and as for HR... never known such an incompetent function. The L3/L4’s are mostly yes people and more concerned with managing upwards - I have been asked to “find” people to put on lists within minutes - no logic - “just give me a name” - it’s just utter nonsense and all true.

OP here.

I agree with you on a few points, but as a "delusional manager", I always lookout for my team and if someone isn't performing, I always help them with an improvement plan. I want all the help I can get rather than losing someone. Sometimes it works out, sometimes it doesn't.

And I have taken in an employee who was below expectations after interviewing them and discussing with their previous manager. It worked out fine.

My manager did the same to me, gave below expectations which I don't deserve and discussion last for 2 hours.

And I clearly put all the points that in PR of employee comments why I don't deserve and it's unethical. My Manager and his manager was kind of upset with it and I said I want my viiews on record. I will not change it.

Don't kid yourself - they aren't going to give you an improvement plan, nor will they let you transfer. What manager in their right mind would accept an individual with a stain of "below expectations" into their department? Forced into management, OP? You're right, you are not a manager. You are clearly deluded thinking anyone, anyone at all in that company has your back. The only one who has your back, is YOU. Word to the wise, if you haven't been saving any money, start NOW! There is ageism in IT as well, and it's rampant. You think Bridget is looking out for you, she's looking out for A number one - her fat pocketbook!

I never received a poor review, and have received several exceeds. My immediate managers did not want to let me go. But I was.

One of my colleagues was extremely stressed by the 'forced reviews'... which have been going on since year end 2017... he had a 'political' situation where his staff was unfairly targeted because of their physical location (and if I shared the employee numbers, and locations you would agree). He refused, and I am not surprised by his decision having known him for over a decade.

He got two weeks per year and feels relieved to be gone... he made major lifestyle changes beginning in the spring in order to maintain mental health.

BNYM isn't the only company following this practice. Several large companies do the same thing. Whether it's called forced ranking, ranking on a curve, talent refresh, etc. It's a common practice in the industry, whether we like it or not.

If you received "Below Expectations", and you feel it was unfair (you know if you're not pulling your weight or not), start documenting. Ask for regular feedback from your manger, team, project leads, etc, and document it well. Ask for an improvement plan and document it well. Print any old performance reviews which are good, any awards, positive feedback, etc. You never know when the day could come, and they would be nice to have. Most importantly, don't dwell on it, and don't let it effect your job. Work hard and prove that you're not "Below Expectations". If you're unhappy with your manager, look at the job postings and see if there's something better out there.

Thanks for your honesty. We all suspected this is the case, nice to see it confirmed that we're not just paranoid. Honestly dont see the point of faking bad reviews, unless its just to make it easier to find the targeted folks in a database.

Wow, just wow. Shame on this company is all I can say. I believe that this forced ranking system is highly unethical, especially when you have so many people receiving "Below Expectations" who are good workers and don't deserve it. I received "Below Expectations" on my review this year. While I haven't been let go in the last round of layoffs, I'm dreading the other rounds that are to come.
