It's good that they put Oracle directly in the name of the system. That way everyone can associate the Oracle name with extreme failure.
The integrations between the different oracle products that they would have to do custom for their projects are by themselves enough to sink a project like this as the cost of all the intergration work could easily exceed the license fees.

New Zealand Health Partnerships (NZHP) is leading the design and build of the National Oracle Solution (NOS). NOS is a national financial management and procurement system based on Oracle business applications that is intended to replace all DHBs’ current finance and procurement systems.
The solution is based primarily on ‘off-the-shelf’ Oracle business applications designed to support finance and procurement functions. These applications are being configured to support the desired business processes and standardised national master data (such as the general ledger structure for financial transactions).
You think they used Oracle in project name for kicks? There is link to Deloitte audit report in comments section and yes, it is Oracle procurement, possibly other c-ap too.
In fairness, I could not find any reference to this using Oracle software. Yes, Oracle is in the name of their solution but I suggest it is not in relation to the Oracle software company. I've never seen an Oracle implementation actually use Oracle in it's name. Next, we all know a lot of these failed implementations is not because of the technology but a poorly executed project.
