With a lower than expected AIP, and massive structural changes with top leadership, what does that mean for the regular workers? Will there be a big layoff soon?

I was one of 200 RIF'ed in Nov. with another 300 to be termed in Dec. All silent, with NO paperwork to announce it. I was told Jan 2019 would also have layoff's but I couldn't find out how many.
There have been silent layoffs going on since at least October. They aren't communicating, but they're happening. I personally know at least 25 people who've been termed in the past four weeks across multiple departments, divisions and locations. Expect more.
