as other said, CB&I has very poor management. top mgr levels silo their departments on purpose, this is an attempt to avoid blame for ongoing poor project execution. there is a ton of projects that have issues. there is a deep culture of mistrust, back-stabbing galore. Everyone is trying to avoid responsibility for mistakes is a greater priority than taking responsibility for action.
The leadership needs to change the culture of departmental managers - this has to be done quickly. The lack of functional teamwork flows down to the project teams and makes root-causing and solving problems very much harder than it has to.
Process problems need to be solved - no committees - takes forever. make small teams responsible to fix process issues and empower them.
Would you please consider not making the CMS system a barrier to innovation.
The requirement for everyone in a function to do things the same way, unless granted a GFN deviation, makes doing things better exponentially harder. Project teams should have a lot of flexibility to do what looks right in the moment, within what should be more relaxed bounds.
Also, stop with layoffs - there is enough money to overcome problems - focus on the individual and invest for the future.
