The only time I see certain managers show up in our area is to layoff people. These managers fly from out of town and stay a couple of days until they are done with layoffs. Is it necessary to have the managers present during layoffs? Can HR/security simply tell the associate and escort them out?

Typically, the person's direct manager delivers the message and package with another manager as a witness. Where that person's direct manager is not in the same location, there is another mgr within the same front line unit that will deliver the message and package with the direct mgr on the phone. In the case where the person being let go is in a remote location, it's usually done completely over the phone.
As a manger simply put neither of these things are true. Band 6 managers don't even get bonuses. Having difficult conversations while someone's livelihood is being taken away from them is anything but enjoyable. It's disrespectful and downright untrue to say that.

It simple really, the managers enjoy it. Plus the faster the employees are thrown out, the bigger the bonuses.
