This happened to me last year. My manager reached out to HR. We were advised they went out if there was a change in the benefits. Last year I added vision, which was the change that caused that stupid COBRA letter. So, I don't think any reason to stress.

These letters are sent out every year. Not a RIF indicator
I dropped my spouse from HON coverage because it's cheaper for him to be a single on his employer and me to be a single on HON. Now that the kids are over 26. my spouse got a COBRA letter earlier this week.
My spouse received one last year and we called and asked why. HR said it was standard and meant nothing. It did freak us out a bit but I'm still here so? Have not received one this year (yet). I will say this. After receiving the COBRA letter in November I was put on PIP January. Yes, I am one of those "over 55, been here 20 years, never had a bad review or even close"; also who had proof the PIP allegations were false. HR said they didn't care about my proof, all that mattered was my manager. My manager basically said it was 'my turn'. A load of bs.
We did then wonder if that's why my spouse got the COBRA notice tho. PIP is a reason to get rid of you. I have felt the crosshairs on me all year.

My spouse got one several months ago as did many others. Seemed to be a mass mailout to spouses to comply with federal regulations maybe? There was a thread on here at that time about this with a similar title - scroll back to posts from about 12 months to find it
