FEED Engineering outsources.

I read where projects by CVX FEED Engineers will be outsourced due to lack of competency regarding major projects within CVX. Hard to argue that decision.

CNAEP president JJ said in townhall two improvements in post Gogon lessons to improve MCP execution:

  1. Improve FEED quality by Strengthening in house ETC process engineering group on FEED, to at least develop / vett pre-FEED packages and FEED deliverables.

  2. MCP FID DRBs to require higher >40-50% engineering; Gorgon FID was on 10% engineering in comparison hence poorer cost/schedule estimates.

Why the didn't do it earlier.

Plus most FEED work can easily be done by 3rd party company at its base and communicate by all the regular means and now via skype and webex conference. No need for H1B visas at least from that side.

FEED is usually outsourced because of the usual norm that the skill does not exist in the organisation. However in my experience it has always been a blank cheque to the company doing the FEED work unless its on a specific well written contract (cost+10%) Unfortunately most company engineers lack the knowledge to question "design changes" which explode the budget.

I agree the H1B visa program is out of control. The U.S. Is admitting far too many of these visas from India and China. I'd advocate for not allowing H1B visa holders to apply for green cards from within the country. That will cut down on them coming here for work, then bringing in the entire family after obtaining legal residency in 5 short years. The reason we see so many H1B visa workers here in the U.S. is because our kids are not graduating with Math and Science degrees in large enough numbers to satisfy our business demands. We need to keep our technological edge in the world to compete. Some may say that we import these kind of workers because they are paid less than U.S. citizens. I'm not sure if that's the case across the board, but if it does occur, it won't be for long. As soon as the H1B visa holder becomes a legal resident, then a naturalized U.S. Citizen, they will be able to demand top Dollar for their talents. The bottom line here is we need to motivate and give incentive to our kids to study and graduate in Math and Science. Perhaps government grants can be given to the best and brightest high school students who want to pursue these degrees. We should push fr this to happen and also demand of our immigration officials to not grant H1B visa holders the opportunity to apply for legal resident visas while working in the U.S.

FEED for MCPs was already outsourced. Pre-FEED work is actually being brought in-house.
