Intel did a spans and levels layoff in 2007 - which IMHO was a good thing. A lot of redundant people were let go, and "managers" who had one or two direct reports were relieved of the "manager" title and became just another individual contributor. The company flattened out and things were going "okay".
It's now back to layers and layers of bureaucracy and squabbling. The Oregon sites were supposed to have a max of 10,000 employees after spans and levels. It was planned to bump up to 14,000 after D1X was up and running. We're at 20,000 employees or so now ... and D1X isn't online. Intel didn't even follow their own Strategic Long Range Plan and Budget, and now the employees are paying for it. Who is being held accountable for that colossal error - what have these additional 10,000 people been doing for the past nine years?? And the Oregon site is laying off less than 1,000 - so they're still over their SLRP employee count of 14,000. Why have a SLRP if you're just going to ignore it?
Flatten it out again, cull out redundant management, why do you need 24 Corporate VPs, 24 Sr VPs/Executives, and 387 Division VPs at $280k a year each - or $115,080,000 in base salary each year?
This is not including CEO base salary of around $900,000 (times three or more depending on buy-out / hiring bonus in 2015/2016) so figure $120,000,000 a year just in base salaries of the executives and VPs. This doesn't even include stock and other compensation. When projects get cancelled, will the VPs of those divisions get an ISP also? They no longer have people reporting to the, and no project to oversee, logically, they should also get ISPd (IMHO).
