Whatever has announced in June is just a normal RIF which is always 1x.
I think here is referring to plant closing down package. Usually is higher than normal RIF.

It Has to be better. Seagate still need the Penang Plant till it's last day (or till thailand site is qualified and ready) as it's the only plant that is able to run their highest margin product plus some R&D.
WD Penang is merely another replicate for their Thailand factory but smaller scale.
