Decisions have been made already and Intel doesn't give a sheet what you think.
Not that I know anything.... but I think there is going to be some type of criteria to come up with the list. You might or might not be on it. However, I don't think it would hurt to ask/volunteer since they MIGHT be able to put you on the list if you weren't already on it.
My take? If you don't ask a question the answer is always no. Give yourself a shot/chance and at least see if you can get a yes by asking. It's what I did (informed my manager 2 yrs ago to let me know if there are any VSP whispers as I might be able to save someone else if I volunteer (if it worked out for me timingwise).
