How do you go about changing your tax withholding? Can you do it from inside TGT?

Yes, you can do it on the Pay & Benefits section of the intranet. Can't remember where exactly, but dig around on the left nav - it's there.
I don't work at Target, but I know people that do, so I researched this a little bit...Has HR given guidance on how the severance payments will be coded? If the amounts are supplemental income, you can request that they be taxed at the 25% supplemental income rate.
