just heard that there is another round of layoffs in august. can anyone confirm this?

Whether you are affected next week or not, most people will look elsewhere if they can afford to leave. In fact, they probably count on this happening which means August or future layoffs will not be necessary. That's probably why the first cut will really hurt to send a message to those that are still here. It will also save $$$ because no severance pay out as people leave on their own. It's just business after all. Pure speculation of course.
To add case history to what 75838 said... I worked at a company where a new VP fired about 35% of her division about a month after she arrived. The unexpected result was that a number of the overworked survivors either left to other departments or left the company. If there's an unexpected exodus after Tuesday's Red and Khaki Wedding, they may step back the next wave of layoffs. It's their cards, their rules.
Pure guessing, but I'm guessing "option" means that execs are tentatively thinking about it based on results with this first cut.
If there is another wave, timing makes sense with August/Septebmer being the last wave for 2015. Otherwise, you get into holiday season which often means 'busy' time for certain areas.
What could "an option" mean? I know its speculation. Just wondering. Could it be impacting severance?

No. Tuesday will produce the most layoffs with actual departures being staggered--thus the verbiage around cost cuts over the course of two years
