I am curious about if those being let go will receive their vacation pay in their severance?

Target does not by law have to pay out unused vacation. If the company handbook and/or policy manual states that they will, then they have to.
by law they have to compensate you for your vacation - other posts are correct, Target is not on the hook for personal days
Yes, but NOT YOU PERSONAL DAYS. Always take your personal days first before you tap into vacay!

I don't believe you get personal hours though, just vacation days
