What is PROJECT STREAMLINE?

Circular, in store marketing, receipt marketing, .com, coupon setup etc are all a part of project streamline which it now seems is a way to justify letting people go because they are streamlining their processes and don't know as many people for setups, approvals, Etc.
Project streamline is very real and very foolish. Goal is to have less review points and less people involved in the circular. Best part about it? the people making the decisions are not the ones to do the actual work. Just a bunch of managers who talk and don't do. This will result in headcount reduction, no doubt.
sunday circular from what i have heard. process improvements and cutting down the # of weeks to get it planned and printed.
