If I’m from Citi, what are my chances of getting a gig at WF?

Citi is more diverse. Wells Fargo is more white. Both are messes. Citi is more advanced in technology. Stay at Citi, you are better off.
Both are zombie banks. So up to you.
Wells is just as much a clusterfx as Citi and they have rolling firings/layoffs.
Approaching 10 years, don't do it..
Why would you want to do that? Better yet, get out of big banks, it is no longer like the "old days" and they really su-k (the life out of you). Consider a smaller institution where your work will be more impactful and appreciated.
Its like going to the toilet to the sewer...
