It's possible. It's not uncommon for coordination mistakes to be made with layoffs where they discontinue access prior to notifying employees or mess up the timeline in other ways. Multiple groups are engaged during the layoff process, so mistakes get made (e.g. your manager, HE, technology). Permutations of this happened to people i know during our layoff process.

Also possible that you're just experiencing some tech problems.

That is likely Ivanti secure installation taking over pulse secure for VPN —strangely this takes down your lan and WiFi and you need to call technology connection to get back on line
