Since there's no change in sight and his favorite (or more like only) tool is layoffs, I've decided there's no reason to waste any more of my life here. I know people keep saying that the job market is horrible right now, but I plan to start applying anyhow. There's no way to know if you can find anything better if you don't try. I'd advise others to do the same.

This is the smart thing to do particularly if you are not in a core/specialty location or haven’t been rated exceeds in a few years or you have a job profile that is unique on your team. This is not a good year for finding a new job in finance or technology.
Many more jobs out there my friend. Job market is bad for entry level and not too experienced.
I commend you for taking control of your destiny.
