Another false rumor. Risk is not immune to relocation. Take a look at how many recent risk and control positions are posted in India. There's your proof.

while risk has had a location strategy on place forany years, the SF Bay area has been a specialty market. Lots of risk people between SF and Concord. Sole postings have been able to get approval for CA and depending on the group, folks already in California can post and stay in CA if the right verbiage exists in the posting. it doesn't have to have VA listed, it just has to indicate that other locations may be considered. I've changed roles a couple times in the last few years to roles where that language was in the posting.

Unlike rest of the bank-Risk has been following location based hiring strategy for last three years- specific location requirements for all roles…no new hires in California New York for a reason..Delaware required exception for a while ..preference is for charlotte all along but not easy to find good candidates and internal candidates can be offered relo but requires additional approval before offer is made..

Does location strategy apply to those working less than 4 hours a day?

risk is just slow to the game. it is being worked. given risk covers all lines of business they have to better align across all those businesses so their strategy may have more locations than most. they'll announce something by end of March.

For Corporate Risk in India, YES. In the US, not so much and certainly won’t last much longer.

Where are you getting this from? Risk can only hire in certain locations/requiring new hires to risk who work in other locations to move.
