Curious if a mgr from one team can see the performance reviews for an employee from another team during job application process. Anyone know who all has access to performance reviews?

They absolutely can. This happened to me several years ago when I switched roles.
Workday don’t give much option to back out from an offer once the decisions are documented and recruiters follow policies strictly
@op-Internal moves policy requires hiring manager to have a call with current mgr before making the offer. In most cases hiring mgr will first let you know before reaching out and usually current mgr would be happy to let you go especially if he isn’t getting what he wants from you. Previously recruiter could lookup and share recent rating but now they don’t..also recruiters want to close and move on..volume of internal interest for current posting makes it really hard to hire externally contrary to what ppl think.

First responder is correct. Since Workday was implemented, hiring managers cannot see the performance ratings of those internal employees applying for roles. However, once that employee is on your team (if you hire them), then you will be able to view past performance reviews since you are now their direct manager.
If your mgr knows the other mgr and you're not a favorite, get ready to have no chance. Happens all the time where mgr squashes any opportunities for someone mgr doesn't like.
You have a better chance if hiring mgr is not in the orbit of your mgr.

OP here: I'm a hiring mgr (not applicant)
- manager cannot see rating or review of anyone that doesn't report to them
- Recruiting cannot see rating or review of internal candidates
The rationale is that there are no ratings or reviews available on external candidates, so being able to see it on internals would provide unfair advantage or disadvantage...
the network for informal info is still the best source.
Why would anyone work for a firm with an asset cap and consent decrees. I have heard a few people say that only the bank cheated clients so the brokerage is not involved. That's false. The company as a whole was involved. The logic seems to be to blame the arm for hitting someone but holding the person blameless. That's why I want to see wells Fargo dissolved.

There is a policy that prohibits hiring managers from reviewing previous performance reviews when making a hiring decision. As a manager of people I think this is wrong.
I don’t know for sure if they can see it or not but I do know that you are supposed to at minimum have a meets performance rating to apply for another role internally.
you used to be a me to see their most recent rating but that was years ago, pre workday.
They can't see during the application process but will be able to see if/when you become their direct report.
