Question to those displaced and would like mgr reference

Has anyone who was laid off received a reference from their mgr. for new job outside WF? Or has mgr. seemed reluctant to be a reference?
Day I received layoff call from mgr. I asked if he would be a reference...gave some BS word salad rant about 60-day non-working status...so not sure I want to reach out.
Now I'm officially severed. He wrote great reviews for me, and I don't know how to explain I may not be able to reach him due to reorg to a potential new HR recruiter. There was no static or issues with him, other than I never met the guy in person. He basically assigned work and did all the basic mgr duties (PTO approval, etc.)

Most managers at Wells Fargo don’t care about the company nor the people that work for them. That’s is the root cause of many of our problems. There are simply too many of them and many are not qualified to manage or lead anything. They are benefiting from highly skilled and dedicated employees that work for them.

The employee handbook specifically prohibits any employee from giving an external reference for another.

It's WF (and most corporations') policy. Managers cannot provide reference for ANY employee. It's been this way for years.

Manager can only.provide reference after leaving WF.

That’s not wf specific. It’s this way at every (large) company I’ve worked at. The reason is if wf is giving references to some, but not all, then it creates a chance for former employees to sue who never get references. They can argue that WF is interfering with their ability to find future employment. So instead, they punish all. The way around it, save your positive reviews and use excerpts as soundbites for new company. Or, find someone who has left WF and have them attest to your performance. They’re no longer bound by that restriction.

Managers are not allowed to give references for any former employees, regardless of the reason they left - it’s policy. There is a 3rd party who provides verifications of employment only. It’s very basic information including hire date, end date, etc. (not the reason for separation). Information about the verification of employment process is included in the displacement packet. Current employees can see it online.
