Curious if anyone knows if an employee with the completely useless "AVP" designation could join the union - since they aren't managers?

No, executives can't join the union.
Unions are a great source for making those at the top wealthy and our wallets empty to pay the union dues, and then we still get laid off. If someone is barking to form a union, you know that person will benefit greatly, financially.
