So all opening, closing key carrying leads cannot use alarm codes.....? Why?

Team Leads have been using alarm codes and opening and closing since 2021 at least. When was it supposed to stop and why change?
We have 11 leads with keys and alarm codes. Some leads (obviously talking favorites here) let their regular friend associates turn off or on the alarm too.
He-l several of our leads got manager logins to do schedules or look at cameras, despite policy strictly prohibiting such action.
I'm a team lead and open the building on Sundays and Mondays, I have and use the alarm codes. And have for several years.
We do here in California.
We all already have ours. Been a teamlead for years. This just started today
We can once we take the food safety test and pass and then when a manager calls alarm central to get us a code.
