If given a 60 day non working notice

Can we still do benefit elections in open enrollment? I will have about 6 months on severance and was planning on changing my plan this year. Will I still be able to?

You'll be able to carry medical, dental, vision, legal, life and I believe AD&D until your final week of severance, so you're good.

Did you file for a medical accommodation w/paperwork from doctor? Why would you resign? Did your LOB determine you could not perform your job remotely?

Could not RTO due to a medical issue. Gave papers saying I will resign, and gave 1 week.

Yes. You can do benefit elections just as usual. You will have access to Workday while on your notice and can go in system to update. All info will be in your package.
