Why is that? I think I know I why. Corporate structure isn't as refined as the others hence no organizational integrity whatsoever. It's the wild wild West for middle management there job is not to improve business but protect higher ups from any negative pushback. Anthem is embarrassing.

The constent re-orgs are because these guys have no idea what they are doing. I'm amazed at the lack of experience, skills and common sense. They keep promoting their friends who know less than they do. They would not last in the real world.
You are correct about the corporate structure. This company undergoes constant reorgs ( like to the point that it becomes comical and joked about among employees). Because of these reorgs, managers are often left in limbo or having to constantly adjust to new expectations and direction at the drop of a hat. Same thing for non-management. As soon as you start to get comfortable with work and your place within that environment, he come the higher ups with yet another brilliant idea to overcharge team structures.
