What happens if you received a 60 day non working notice and had a planned and approved leave of absence (medical, parental, etc) that is to start in that 60 days? Do you still get your full leave?

Yes, you are still able to take leave. Submit the paperwork just like usual. If ang issues contact your manager.
As PAU said below, this is a 60 day notice that you’re let go. At 60, your severance package kicks in so there is no pto or leave.
Doesn’t matter about your leave c when they decide to ax you they can ask you. I was on a leave and got axed. They don’t care
why ask HR when the trolls on this site are sure to have the answer?
I’m sure HR can easily answer this.
It means any approved leave of absence is now denied and you are severed.
