Yes the manager getting the list is the worst thing a company could possibly do. You couldn’t perform a WFR without your front line managers. Dell is an HR run company. It’s also a highly political company.

Wasn't necessarily your manager, in my org it was the director. Managers didn't have a clue and was just handed a list of names. Doesn't matter when.
