I was promoted this past Feb/Mar and received 12% increase.

That's terrible news for anyone still at Wells. If the company's leadership really thinks they are saviors and all the employees are trash that they need to get rid of, the company is in serious trouble.
It's not 10%, it's 20, but yes they intentionally make it a nightmare to promote internals. I have done it and fought for their increases but it's mo--nic policy. I can pay an external $37/hr with no escalated approvals or justifications, but can't pay an internal $27 without convincing the OC. Yeah, that's not discrimination at ALL.
A lot of managers won't even bother, which is exactly what the execs want. Internal = tainted and to be done away with, in their eyes.
I heard there are no skip level jumps and max increase for a promotion is 10%, no matter what your skills are. So people have to leave to move up. The best way to get promoted at WFC is to leave for a couple years then come back.
Because of the way Comp works, there is no incentive to hire an internal candidate. It screws your comp pool.

Internal mobility? Every single person I know who has tried to apply within the company recently has not even gotten a phone screening. They offered more bonuses for external hires, and brought in external hires w little experience at senior levels.
Many people wish they took internal mobility more seriously, but pretending to walk the walk by setting up a workshop when people clearly can’t get interviews is not really that productive. They should prioritize interviewing candidates internally if they cared.
Yeah, well, unfortunately I know a lot of people that have been laid off and when they apply for other WF jobs they never even get a phone screening even if they are qualified. I suppose some might consider it a coincidence. I don't.

This is correct. I got axed after 30 years. There are zero jobs in My state to apply to. The two I did apply to I was told after 2 months they were looking at other candidates. They do not want the old goats

Unemployment is well below 4%, which is the "full employment" line according to economists. Wells really does want to fill jobs with internal candidates because it's cheaper than having to advertise and pay top dollar to get external candidates.
Also: it's a way of getting you to pay for your own move to a core location as well as for them to avoid paying you severance later this year if they can eliminate your old position when you leave your old department and go to the new one where they have an opening.
The company is poorly run, but they genuinely do want to fill internal positions with existing employees if at all possible, especially if they can get you to pay for your own relocation.
