Does it even matter?
What use to crack me up about it was they would always move the date up when it was due. Or there was the date you had to submit before the drop dead date.

I once asked my manager (and their manager) what STAMP codes I should be using for certain tasks that took up 1/4 of my time…..crickets. They don’t know or care, they just want the submit button clicked 1 week before the deadline every two weeks.
You can put in 40 hours into STAMP. Or you can but in 329 hours into STAMP. nobody gives a cr-p
Thankfully STAMP is the only thing wrong here. Phew!
Executive management loves it. Considering STAMP is, for the most part, a repeatable process since most people's schedule is fairly consistent, I submitted a loudspeaker suggestion to slightly automate it to reduce the burden on employees. Essentially making it a one-button create/submit if nothing abnormal happened during your schedule with the ability to edit when needed.
I got one nasty response to that. That tells me STAMP exists purely as a way to trip employees up and create marks against them, not as a system for actually tracking work and budgeting for it. That is merely the excuse.
It’s a waste of time as it’s never accurate. I’m asked to submit Stamp more than a week before the actual due date, and therefore my true hours worked are never accounted for.
STAMP is still here? We stopped using it in Operations a few years ago because it was deemed a waste of time billing for just some people to the business divisions. Billing of technology and Ops resource hours started in the 80's as a way to throttle demand. If the business had to budget and pay for the time they would stopped asking us to polish the apples. It worked for a time but stopped working along time ago when that line item in the expenses was moved "below the line".

a quarter of my time is 'forecasted' due to my manager's fear and having to submit 4 or 5 days in advance. What a joke. Meaning less.... just random hours in buckets for the bean counters.
