What RTO waive are you? Just refuse to relocate and you wish will be granted.
Just let your manager know your interested in the next surplus round now. If they need heads to cut then you will be on the list. That is what I did and was off payroll July 7th. And yes severance was given .
Positions are surplussed. Not people. If your position is backfilled you can’t be surplussed.
I heard from a manager they were reducing the number of offices for RTO employees to report to. The remaining office are Dallas, Atlanta, Bedminster NJ, two another location. I heard they will be closing the St Louis offices.

Talk to your manager. They can steer the metrics to dump whoever they want if you are in an affected work group.
I also want to volunteer. I wish I had taken the MVNO in 2020. Hindsight is 20/20. Does anybody have advice on how to make this happen? Start with HR? Start with Skip Level?
