Exactly what product or service does HR provide that is profitable? Surplus the entire department. T can use a temp agency for all the hiring, firing, and policy enforcement.

I don't even know what HR is.

It used to be local people (humans) that you could consult with on personnel issues, hiring/ firing, benefits questions, etc.

It hasn't been that for nearly 20 years.

Now it's just some email from someone you don't know with more bad news, and that seems to be it.

HR's purpose is to do the bidding of the company and it leaders and to protect against lawsuits. Other than that they are worthless sycophants.

HR is a completely useless organization and does absolutely nothing to help employees. Their job is to do as little as possible, and the only time they will do work is if it is required to get out of future work.
