It's not a "smart" move, it's just you justifying it to yourself, and it's fine.

A true smart move would be not to wait and start looking now. You don't have to actively go into a job search mode, but you can open up your LinkedIn to recruiters, update your skills, and casually look for other opportunities, and if you see a great match, apply.

Many say "wait for severance", and sure, it's nice to get it, but there are no guarantees, and it might take longer than it lasts to find another job. So if we want to talk about smart moves, there is only one, it's to start looking right now.

The company was smart to not offer severance if you say yes to relocate and then no. They knew what people were going to do.
