What are opinions on the new “TCP” ACE job titles? Is there an underlying motive?

Easier to differentiate design from planning so can layoff more efficiently. Also, a level 2 employee that is non-exempt? wtf is that all about.
Get more employees in the same titles to layoff.
The intentions were originally good, allowing more salary headroom for high experience technical people. I am afraid it will now just be used to further oppress and reduce headcount though.
