Getting surplussed gets severance and possibly a stint on unemployment, a slight bump beyond leaving on your own.
For someone planning to leave soon, it makes a difference, as well as those who plan to seek other employment but don't haven anything lined up.

This makes perfect sense, but T seems to never do the one thing that would help its employees! This company must truly hate its human resources!
