For people in wave 2 it does not matter when the letters are released. Most of them will accept the relo to stay around for another year or so because one year paycheck is much bigger than severance package.
When one year approaches they will find new jobs, and once they find new jobs the next day they will put lots of bugs into their code and release the code to production, and wipe clean of their source code, and then ghosting the following day.
All sofware production system will crash the next day and all people are happy to watch T crashing.
