Anyone hearing of a surplus of techs of up to 10% in IBEW Local 21?

1 tech in 10 s canal Chicago was declared surplus and Engineer assistants at Blue Island IL were deemed surplus.
I’ve heard that there is a surplus for construction and engineers under Mike Ballintine’s group. Engineers I think will find out 6/25 not sure of the rest of the group.
I heard it was more like 25%.
If the numbers don't work out to an whole person they'll take an arm or leg.
