I'm sure they aren't. They have legions of lawyers going over this stuff. Read the part about 25 or more employees IF they constitute 33%+ of the employees at a site, or 250 employees regardless of %.
You don't think they will time all this so they either don't impact enough at a site within the specified period of time, or if they do have to, that they will give them some sort of letter 90 days+ before they have to leave?
They've been managing this stuff for a long time.

Positions aren’t going away. Some employees are choosing not to follow the work and will quit.
