I am in a location whose office is shutting down and need to move to save my job. If I decide to not move and take severance, is my 401K match at risk if my last day is before 3 years? Would I be forfeiting money or would this not be considered "quitting"? Also what would the situation be if u were straight up laid off or surpluses?

Call Fidelity and ask them to explain the rule for your possible situation. Don't get advice off this site for something this important.
Skip the benefits center and call Fidelity direct. Benefits will just tell you to call Fidelity.

Are you sure we don't get some sort of tiered vesting? 20% after one year, 30% after two years and so on.
Checked benefit center and it would be forfeited under any termination. That's pretty scary...
Im pretty sure they vest it for you. They aren’t evil.

Your match is toast
There are different rules for the different 401k plans. Check you plan documentation. Also check to see what is "vested" on the Fidelity website.
The match is the only factor. What you contributed is yours without question.
