In my area they are each a subject matter expert on 1 or 2 compliance/process related matters pertaining to the work the front line employees do. They do refresher training every now and then on these topics and can be a resource if you need any types of questions related to those matters escalated. I'm not sure all what else they have going on thats less visible but it really doesn't seem like they do much.
Go to Job opening site and search for BEC posting and look at the description and requirements not the position. It will help you get high level idea what BEC is all about.

Why don’t you set up time and speak to one instead of making blanket statements on an anonymous forum. You probably don’t care what they do though - those ivory tower eggheads!
I work in a quantitative risk area and these BECs sc--w everything up. When our group discusses a project, the BEC is totally clueless and starts asking completely irrelevant questions. Their summaries of our meetings are often very wrong or they'll mix up tasks between projects. I prefer to actually just coordinate things myself and not deal with the BEC.
Get rid of all these people and bring back real people that work!
Well-well look. I already told you: I deal with the god damn customers so the engineers don't have to. I have people skills; I am good at dealing with people. Can't you understand that? What the he-l is wrong with you people?
There are probably 20k people in this job title or variation. Impossible to lump their responsibilities in one sentence or blurb. I'm a BEC and contrary to below, I develop strategy and execute to help run the business. Granted maybe I'm in the minority, but I see dead weight in a lot of job titles.
Overpaid employees (seriously) who don’t actually do the work but who like to dream up ways to complicate processes for the employees who actually execute. They get in the way of business being executed, frankly.
I'm a BEC and basically manage my team because my manager doesn't give a sh-t.
I haven't experienced any acting high and mighty. Don't know why they would given that most don't really do anything, at least nothing that an admin assistant couldn't do.
As stated below, most of these warm bodies just paste other people's work into PowerPoint. That's it, other than other secretarial duties for their manager.

Depends on the LOB and function of the team. They are the grease that moves things along. More than an admin, but also not creating strategy.
They are PowerPoint warriors. Most could leave the bank and no one would ever notice.
It’s a catch all bucket for the roles that are in the business but don’t have a specialty job category. Some of what I’ve noticed:
Business support teams that handle responding to any review/audit/quality questions asked internally or externally of the business (since the business isn’t smart enough to answer on their own, apparently). There are a ton of these teams across the org!
Global delivery or “solutions” teams where they force (I mean help) the business send XX percent of work to India. So the people who help people end up looking at THIS site because their are worried about worry layoffs as their work goes overseas. There are several of these teams across business
groups. Some of it seems duplicative as there is an enterprise team who does this also.
Internal business reporting teams who regurgitate data and make pretty graphs. Another work duplication with all the enterprise or business line level data and reporting groups.
Teams who review risk for the front line business they support. Also people in the front line business who have been voluntold for RCSA.
The list goes on and on.

They do nothing. Troll minions reporting back to Charlie. These are jobs that can be axed. Same thing with the sales consultants that help sales. The one that we have in Atlanta is always off traveling with a boyfriend all over and only available by email. Why do they not come out to the offices and help us? Charlie and HR should ax these jobs and bring back the people laid off that worked !
