Of all the companies I've worked for, there are none that I can say have worse management than here. How does all this continue to function with such bad management?

The company runs despite itself due to good L1 and L2 employees that keep things going. However as more and more of those employees have been let go, retired and marginalized, it’s really starting to slip. Too many just don’t care anymore. We can only do so much to stop the bleeding, as bad management just continues to erode the company.

I must agree with the OP. Of all the companies I've worked, this company has by far the most incompetent, most inept, shittiest, leadership corps ever. Horrible management t every level. And I thought I had worked for some real fu-kups. Not here. Incompetence is rewarded with promotions and perks.
First job as a contractor with CW my boss was great. Second job as an employee with CW my boss was great. Then ATT brought Cingular back in house and from then on it was one totally sh---y boss after another with each boss seemingly more incompetent and inept than the last.
How does T manage to exist in spite of the astonishingly bad management?
Simple: Inertia. T is big enough and entrenched enough to still exist despite Stink's constant incompetence and stepping on his own d!ck. Think of it like water eroding a stone. At first one doesn't notice the stone being worn down, but at some point the water takes over and that stone starts to degrade quickly.
Up until about 5 years ago, one couldn't see T's decline. Now we are seeing it, and very soon T will be at the point of obvious failure and be beyond saving. For a good analogy see BlackBerry (RIM). That's T's future with Stink.
Why do you stay?
T wants to show how good they are. Good, that is, at being most inept in running a 100 year old company into the ground.
