Are they allowing employees to go into other ATT building locations or do you have to go to one of the hub locations?

Just stay at home and work. Nobody will notice. Management is too busy trying to figure out what Stankey means and are looking for ways around it. This will keep them busy for a long time and maybe Stankey will retire before they figure it out. LOL

That’s what I’m not clear on. What’s a national employee? Field Engineers? PMs? NOC agents?
From the FAQ:
Q: Do we plan to close offices outside of the 9 metros? If so, when will that happen?
A: Yes, we expect to close administrative buildings as a result of reducing our footprint over a multi-year timeline. This will allow us to invest in and upgrade facilities in our core locations. As we make real estate changes, details will be shred with impacted workgroups.
The way I interpret this is that some people may, for a period of time, report to data centers or other locations outside the hubs. However, the long term strategy is to close all locations outside of those needed for customer service and to focus on the hubs. It will be interesting to see what transpires- many folks (including me) on my team do not work in any of the hub locations- will these people be asked to relocate, or perhaps some jobs will be eliminated? I guess we will find out. For jobs that are eliminated, the FAQ seems to hint that severance is a possibility, but it seems to me that this effort was designed to result in a significant force reduction without having to provide severance. :(

It depends on what your role is and what not. I’ve been told that I can continue to report to the office I have been going. That office is NOT one of the 9 CORE locations.

Nobody knows exactly what they will track or how. They can talk in generalities about what expectations are, but it all comes down to who's going to get a speeding ticket. Nothing else really matters. The people with the radar g-ns haven't spoken.

Who are in customer care or operations of some sort i.e. market-based then you would simply continue reporting to your local office location however, if you are a national employee, you are likely going to be forced into Dallas Atlanta or hubs
