Not going to get paid for all of your vacation time. It’s going to be prorated to March. So if you get 28 days annually you’ll only get paid for 7. If you get 23 days annually you’ll only get paid for 6.

Can we just use the remaining days as time off?

It is always been like this what is everybody's problem you act like it's the first day you've ever worked at the company, perhaps you should have paid attention all the years you've worked here

Vacation is earned based on hours that you work. The front load the days, which is pretty cool, rather than awarding them after each pay period. It has nothing to do with the company being a cheap. I've worked at places that the only vacation you could use is what you earned that year to that date.
